Test tone drops 3db when pan circuit engaged bad caps?

I have a Calrec c2 made in 2000. The channels have a button to engage the pan control. The test tone is at 0db when channel fader at 0db but when I engage the pan control it drops to -3db. Is that a bad capacitor??? All the channels do it.

This is normal.

When PAN is switched in, the level will drop by 3dB with the panpot at the centre position.
At pan full left or pan full right, the level will rise to 0dB on the left or right respectively.
